Technological innovation for aeronautical information

French eAIP – AIXM 5.1 Data Structuring & Encoding
The SIA (France’s Aeronautical Information Service) initiated a modernization project to convert raw AIP source data into the international AIXM 5.1.1 standard.
The project delivers a structured, interoperable digital dataset that supports France’s transition to modern AIM systems such as SEPIA, ensuring accurate and reliable aeronautical information for all stakeholders.
Context and Challenges
As part of Europe’s ACADIA initiative and the national transition from the NOPIA system to SEPIA, the SIA must provide high-quality, fully digital aeronautical data.
The original AIP source data were in heterogeneous textual formats, requiring detailed analysis, correction, and normalization before they could be encoded in AIXM 5.1.1.
Challenges included ensuring data quality, resolving inconsistencies, maintaining traceability, and respecting AIRAC update cycles.
The digital transformation enables modern AIM workflows and guarantees safer, more efficient aeronautical information distribution.

Project Objectives
Convert raw AIP source data into the standardized AIXM 5.1.1 format.
Correct, structure, and enrich data to ensure compliance and quality.
Create a centralized, interoperable database for modern AIM systems.
Maintain the data through each AIRAC cycle with traceability.
Support ACADIA requirements and integration into France’s new SEPIA system.
Actions Carried out by CGX AME
Data Extraction
Identification and extraction of relevant data from the AIP France command sheets
Compliance Analysis
Assessment of data conformity with the AIXM 5.1 model
AIXM Encoding
Encoding of validated data into AIXM 5.1
Deliverable Production
Generation of AIXM files ready for integration into AIM databases
Quality Assurance
Rigorous quality control and validation of AIXM deliverables prior to distribution
Results Achieved
Successful encoding of a significant dataset derived from French AIP command sheets into AIXM 5.1
Regular delivery of validated AIXM files ready for integration into modern AIM systems (e.g., SEPIA)
Improved quality and consistency of published aeronautical data
Implementation of an AIRAC maintenance workflow with systematic integration of updates into the AIXM database
